The Public Library of the City of Chelsea is to be a community library whose circulating collections and public information services reflect the needs of a constituency and to make the availability of its collections and services attractive to all. It is a recognized responsibility and priority of the library to make its services available to prospective users of all ages and backgrounds. The library is the city’s principal organization for serving the adult as an individual by providing resources for continuing education, general and technical information, and cultural development. The library also serves these purposes for those of student age by acting as a supplement to the city’s public and private schools. The prevalence of preschool use of the library and the present recognition of its vital importance are also important factors in the planning of services and collection development.

DVD Policy (Updated January 2, 2020)

The Chelsea Public Library (known as the CPL for this document) is updating the existing Chelsea Video Use policy effective 1/2/20. This policy will replace the information presented in the Application for Borrowing Video Cassettes and DVDs. The Chelsea Public Library provides resources in a wide variety of formats to meet the cultural, informational, recreational and educational needs of the diverse, multicultural community it serves. The CPL is a member of the Metro Boston Library Consortium (MBLN), allowing CPL patrons and MBLN patrons to reciprocally borrow items in collections. These items are generally provided free of charge and can be requested and delivered to most library locations, with some exceptions.

Conditions for borrowing DVD’s

  • DVD’s may be borrowed free of charge for a loan period of 7 days. A maximum of 3 Chelsea owned DVD’s may be borrowed at one time by patrons 18 years of age and older. DVD’s may not be renewed in person or over the phone. DVD’s should be returned to the library on or before the due date.
  • Borrower must have a valid Chelsea Public Library card or another MBLN member library card in good standing.
  • Overdue fines will be $1.00 per DVD per day.
  • DVD’s may be returned in the book drop(s).
  • The borrower assumes total responsibility for the handling of DVD’s charged out on their card, including payment for any fees associated with loss or damage. A full replacement cost will be charged to the account for any damage or loss.
  • Cases returned without discs will be assessed an overdue fine until the disc(s) are returned.
  • The Chelsea Public Library is not responsible for the content of DVD material and does not monitor for appropriate content. The Library card holder assumed all responsibility when allowing another patron to use their card.
  • The Chelsea Public Library is not responsible for alleged damage to a patrons viewing device.
  • The DVD collection available from the Chelsea Public Library are licensed for private in home use and any other use, copying, reproduction, or performance in public, in whole or in part, is prohibited. 
Appropriate Library Use Policy

The Chelsea Public Library is primarily funded by the City of Chelsea and as such, it is expected that the facilities will be clean, comfortable and safe places for selecting materials, reading, researching,
studying, writing, using the public computers and Wireless Internet, and attending Library or community sponsored meetings or events. To this end, the Library is responsible for establishing rules of conduct to protect the rights and safety of Library patrons, volunteers, and staff, and for preserving and protecting the Library’s materials, equipment, facilities, and grounds. Library staff will assist patrons with basic
requests to the extent of their capability for a reasonable period of time. Excessive requests for extended assistance will be honored at the discretion of the employee or the Library Director. A
reasonable length of time is situational and either staff or the Director may direct a patron to cease to request unreasonable help. Loitering at or around the circulation desks or reference desks is not
encouraged and staff and/or the Director may request the patron relocate to other areas of the building. Enforcement of these rules will be conducted in a fair and reasonable manner. Library staff and/or the
Chelsea Police Department will intervene to stop prohibited activities and behaviors. Failure to comply with the Library’s established rules, regulations, and policies could result in removal from the premises and expulsion from the Library for a period of one day to one year, or in arrest or prosecution. Violations could also result in the restriction and/or termination of Library privileges, including the use of Library computers and other equipment and/or access to the services provided by the Metro Boston Library Network.

The following are rules of conduct not allowed on Library property. The examples provided are not exhaustive and the Library reserves the right to prohibit additional activities and behaviors that violate library rules, regulations or policies, not specifically listed below:

Engaging in any activity in violation of Federal, State, local or other applicable law, or Library policy.

  • Carrying firearms and dangerous weapons of any type (except by law enforcement officers).
  • Being under the influence of alcohol/illegal drugs and selling, using, or possessing alcohol/illegal drugs.
  • Verbally or physically threatening or harassing other patrons, volunteers, or staff, including stalking, staring, lurking, offensive touching or gestures, photographing without consent, and obscene acts such as sexual acts and indecent exposure.
  • Soliciting or conducting surveys not authorized expressly by the Library.
  • Stealing, damaging, altering, or inappropriate use of Library property, including computer hardware and software, printers, copiers, phones, and other equipment. (See corresponding computer and internet use policy located at http://chelseama.go/library).
  • Tampering with power outlets, unplugging or moving Library equipment.
  • Engaging in physical altercations, running, pushing, shoving, throwing things or damaging or defacing Library furniture, equipment or facilities. Creating disruptive noises such as loud talking, cell phone use, screaming, banging on furniture or equipment or using audible devices or computer speakers without headphones or with headphones set at a level that disturbs others. Cell phone audible ringers must be set to silent.
  • Using restrooms for bathing or shampooing, doing laundry, or changing clothes.
  • Littering
  • Smoking, chewing, and other tobacco use in Library facilities.
  • Consuming food or beverages, except closed containers of bottled water.
  • Inappropriate attire including being without a shirt, barefoot or being otherwise attired so as to be disruptive to the Library environment such as displaying offensive language and images.
  • Using wheeled devices in the building, or on Library grounds, except in designated areas, including skateboarding, roller-skating, bicycling, scooters and shopping carts (exceptions i.e. wheelchairs, walkers and strollers).
  • Those who damage or deface Library materials or property may be prosecuted (MGL Ch. 266,Sec. 100). Parents or legal guardians can be liable for damage done by a child under 18 (MGL Ch.231, Sec. 85).
  • Theft of Library materials, use of false identification to obtain a library card, or use of another person’s library card without permission are against state law and may be prosecuted (MGL Ch.2066, Sec. 99).
  • Neglecting to provide proper supervision of children. (See accompanying Juvenile Department policy located at: http://chelseama.go/library)
  • Lying down or sleeping in restrooms or on any floor, bench, table, or seat in the Library, and by blocking aisles, exits, or entrances by sitting in them or lying down.
  • Bringing pets or animals, other than service animals, into the Library, except as authorized by the Library Director.
  • Failing to comply with a reasonable staff request to cease behavior that interferes with the effective functioning of the Library.

Policies and Procedures

The Children’s Department at the Chelsea Public Library provides an array of services to children from preschool age to middle school age. The library offers story hours, Internet access,
tours, advice on books to read, as well as educational and entertaining programs. The Children’s Department holds a wide assortment of fiction, folktale, picture books, nonfiction, audiovisual materials, reference materials, and public computers, as well as online resources. The Children’s Department is reserved for children, their parents, guardians, teachers, and caregivers.

A library card is needed to borrow items or use public computers. In order to obtain a card:

  • The child must be present.
  • The child must be enrolled in school (preschool is considered school).
  • Verification of address is required.
  • A parent or guardian should be present for a child under 10.
  • Responsibility for all materials borrowed on a library card lies with the cardholder and/or their parent or guardian.
  • Library staff do not monitor the selection of materials and are not responsible for items that are checked out.
Other Children’s Department Rules

  • Children may check out 10 items per visit. Books in heavy demand for school assignments may be limited.
  • There is no food, drink, or cell phone use allowed.
  • Children’s books should be returned to the children’s department if it is open.
Behavior

The library encourages frequent visits by children and their families. However, library staff cannot provide childcare or assume responsibility for children’s safety. The responsibility for the safety and behavior of children in the library rests with the parent/caregiver and not with library personnel. Library personnel cannot monitor the whereabouts of unsupervised children or be responsible for children who are demonstrating inappropriate behavior. Parents should be advised that if the conduct of their child is inappropriate, the child may be instructed to leave the library. Staff reserves the right to ask a child to remain out of the library for a length of time to be determined by the inappropriate behavior. Parents should further realize that, even in their absence, they are legally responsible for the behavior of their children.

Children must know how to reach an adult in case of an emergency, and both children and adults need to be aware of library hours.

Unattended Children

An unattended child is a child of any age who is apparently unaccompanied by a responsible adult. Parents, guardians, teachers, and caregivers may not leave children alone or in the care of other children who are unable or unwilling to provide adequate care. Supervising adults must be close at hand.

As in all public places, “stranger danger” is a real concern. Library staff cannot prevent children from interacting with or leaving with persons who are not the appropriate chaperone.

If the library or juvenile department is closing, at a regular time or in an emergency situation, and a parent or guardian cannot be located in the building, the Chelsea Police Department will be called to take the child.

The Library is not responsible for any consequences of parents forfeiting their responsibilities.

Unattended Adults

Adults who are not attended by children are welcome to the Children’s Department in order to choose materials, however, they must take such materials upstairs to the Adult Department once they have finished their selection and checked out said materials. Adults who linger in the children’s department will be asked to relocate to the adult department.

The Chelsea Public Library provides resources in a wide variety of formats to meet the cultural, informational, recreational, and educational needs of the diverse, multicultural community it serves. The Internet is an integral part of the resources available to assist library users in finding the information they need.

The Chelsea Public Library complies with the federal Children’s Internet Protection Act by addressing the five key requirements:

  • Prohibits access by minors to inappropriate matter on the Internet and World Wide Web
  • Protects the safety and security of minors when using electronic mail, chat rooms, and other forms of direct electronic communications
  • Prohibits unauthorized access including “hacking” and other unlawful activities by minors online
  • Prohibits unauthorized disclosure, use, and dissemination of personal information regarding minors
  • Incorporates measures designed to restrict minors’ access to materials harmful to minors
The CPL currently restricts access by minors to inappropriate matter with the use of filtering software. All Children and Teen computers proxy to a server running this software and it cannot be bypassed.

Their safety and security when using electronic mail, chat rooms, and other forms of direct electronic communications and unauthorized access including “hacking” and other unlawful activities is addressed
by insuring that minors in our libraries are never left alone at a computer. Children visiting our libraries are only allowed to use computers in this designated area and a Children’s librarian or other appropriate
Library staff is always within eyeshot. Parents are also encouraged to supervise their children’s internet sessions.

Adults, defined by the law as over the age of 17, may choose to use unfiltered computers for Internet access. The Chelsea Public Library uses a computer control system. In order to use any library computer
one must go to a sign-up/reservation station and enter their library card number and PIN. The information provided is validated against our patron database. Those classified as children will always be
filtered and assigned to a computer in the children’s area. Those classified as adults will be assigned to a computer in the adult area. If an adult has research which required unfiltered internet access, they will
be assigned to a computer that has the option to bypass the filtering proxy.

Use of the Internet is also governed by the Appropriate Library Use Policy. The user may not use the Internet for any illegal activity or place any material on the Internet related to any illegal activity. It is the
responsibility of the user to respect copyright laws and licensing agreements and assume responsibility for payment of fees for any fee-based service.

The Chelsea Public Library also has a Patron Privacy Policy which addresses the unauthorized disclosure, use and dissemination of personal information regarding both adult and child patrons.

The Chelsea Public Library is committed to user confidentiality. The confidentiality of library records is a core part of library ethics and the Chelsea Public Library follows the Code of Ethics of the American
Library Association. Under the Massachusetts General Laws, Chapter 78, Section 7 “That part of the records of a public library which reveals the identity and intellectual pursuits of a person using such
library shall not be a public record…” Confidentiality extends to information sought or received, and materials consulted, borrowed, and include database search records, reference interviews, circulation
records, interlibrary loan transactions, registration records, and all other personally identifiable uses of library materials, facilities, or services.

The Chelsea Public Library does not sell, lease, or otherwise distribute or disclose patron name, email address, postal address, telephone number, or other personal information to outside parties.

The Internet is a continually evolving resource and the information and links on the Internet change rapidly and unpredictably. The library cannot guarantee the accuracy or completeness of information on the Internet. Users should carefully evaluate the information they find when using this resource. The Chelsea Public Library does not encrypt data sent or received through our Internet services.

Collection Development Policy

The Chelsea Public Library endorses the Library Bill of Rights and Freedom to Read Statement, two documents issued by the American Library Association. Included in these statements is the commitment to honor the rights of an individual to use the library regardless of age, race, religion, national origin, background, or social or political views. Accordingly, the staff of the library provides service to all library users. Responsibility for materials selection: Responsibility for materials selection is formulated by the policies that the Director administers in conjunction with staff and the Board of Trustees. Dialogue exists between the Library and its patrons who may suggest titles for purchase. The Chelsea Public Library is a member of the Metro Boston Library Network and as such lends and receives titles from within the network as well as across the state. General Goals and Guidelines Annual goals for the selection of materials take into consideration factors such as budget, service needs, trends and departmental goals and are purchased based on the following criteria:

  • Contemporary or cultural significance or current usefulness or interest.
  • Authority and competence of presentation.
  • Importance as a historical record or of permanent value.
  • Relevance to existing collection.
  • Presentation of multiple views on controversial issues.
  • Physical quality of format and binding.
  • Balance of special group interest with general demand.
  • Selection of materials cultural or based on perceived adult content will not be restricted.
  • Selection of materials on the basis of recommendations of accepted established review sources. 
Patron requests and Gifts

Patron recommendations for the purchase of library materials are carefully considered according to the aforementioned criteria. The library reserves the right to administer gifts with a view to the best interests of the library. The library will not become a depository or custodian for materials of a monetary or historical value as pursuant to the City of Chelsea’s established procurement and ethics policies. The Director, staff, City and Board reserve the sole right to determine whether a gift or donation both falls under the mission of the Library and the collection policy.

Deselection and Weeding of Materials

Weeding and discarding of materials from the collection is done on a systematic basis. This function is necessitated by limitations of space, obsolescence of material, lack of use over extended periods of time, the physical condition of the item, duplicate copies, and acquisition of new materials. The same criteria that are applies to the purchase of new materials will be applies to the discarding and weeding of materials. Materials discarded because of loss, vandalism, poor condition, or outdated content will be considered for replacement.

Children’s Collection

Materials will be chosen for children based on the recommendations by recognized authorities in the field of children’s literature and the criteria listed above. Responsibility for the selection and use of materials by children rests solely with their parents or legal guardian. Children are allowed full access to the entirety of the library collection.

Teen Collection

Teen materials are selected by the Library Director and the Children’s Librarian on the basis of recommendations by recognized authorities in the field of Teen literature and the criteria listed above. Teen literature ranges greatly in maturity levels and accordingly this collection will represent and increasingly broad range of ages, interests and subject matters. The Teen user of the library (defined here as a user aged thirteen to eighteen years old) has full access to the entirety of the library collection. Any limitations placed upon the reading materials of teens rest solely to the discretion of the parents or legal guardians and staff will not monitor what a teen is allowed to check out.

Local and/or Self-Published Authors

The library will attempt to acquire titles by local authors that are published by mainstream publishers and available through approved vendors. Books by local authors that are donated may be considered for the collection but will be subject to the same selection criteria mentioned above. Materials not selected are subject to the library procurement policies.

Objections to Library Materials

Requests from patrons to withdraw materials from the collection are to be made in writing and will be evaluated within the context of the Freedom to Read Statement and Library Bill of Rights.

Computer and Internet Use Guidelines

Overview

The Chelsea Public Library provides resources in a wide variety of formats to meet the cultural, informational, recreational and educational needs of the diverse, multicultural community it serves. The Internet is an integral part of the resources available to assist library users in finding the information they need.

The library is not a commercial Internet Service Provider. It is the library’s policy to provide Internet and computer access to the public within the limits of available space, equipment, time, personnel, and other resources. The library cannot guarantee access to the Internet at any given time.

The Internet is a global electronic network. The Chelsea Public Library does not monitor Internet use, has no control over the information accessed through the Internet, and cannot be held responsible for its content. The Internet may contain material of a controversial nature. The Chelsea Public Library complies with the federal Children’s Internet Protection Act (CIPA) which requires the use of filtering software for adults, teens and children. Adults, defined by the law as over the age of 17, may when available choose to use unfiltered computers for Internet access. Filtering software may not block all material users might find offensive. Parents are encouraged to supervise their children’s Internet sessions. Parents or legal guardians must assume responsibility for deciding what library resources are appropriate for their own children. The library does not provide this monitoring or supervision.

While the library strives to offer sites that provide current and accurate information, the Internet is a continually evolving resource and the links and information on the Internet change rapidly and unpredictably. The library cannot guarantee the accuracy or completeness of information on the Internet. Users should carefully evaluate the information they find when using this resource. The Chelsea Public Library does not encrypt data sent or received through our Internet services. Users should be aware that the Internet is not a secure medium and that privacy of email and other communications is not guaranteed. The library assumes no responsibility and shall have no liability for any direct, indirect or consequential damages arising from information found on the Internet or accessed by our public computers or Wi-Fi or any data loss or damaged to personal discs or storage devices not does the library assume responsibility for information or work not stored properly on the users personal storage device. The library has installed software designed to ensure that any downloads and work not saved on your own personal device are erased and permanently gone at the end of your session, when you log out or after a short period of inactivity (five minutes.)

Guidelines for Use

To achieve an atmosphere conducive to the best use of its resources, the library has developed the following rules regarding the use of public computers:

  • Use of the Internet is governed by the Library’s Patron Behavior Policy. The user may not use the Internet, computers or Wi-Fi for any illegal activity or place any material on the Internet related to any illegal activity.
  • Users may not invade the privacy of others or engage in any activity that is harassing, defamatory, or threatening; or receive or display graphics which may reasonably be construed as obscene as defined by law.
  • Users may not modify or gain access to files, passwords or data belonging to the library or others.
  • Users may not make any attempt to alter, damage, unplug or damage and or destroy computer hardware or software. Any user found to be in violation of this policy will have their computer usage revoked for a time to be determined by the Library Director, with a minimum of 5 business days.
  • By using the public work stations and wireless access at the Chelsea Public Library, you agree to all guidelines and procedures for access.
Procedures for Access

  •  You must sign up for a session using our self-reservation system, with a valid library card in good standing. (Good standing status: no fines over $10.00; no lost items; no replacement fees.) You must have the physical library card, knowing the number will not suffice.
  • If you do not have a library card, or need a guest pass, you must present a valid photo ID. Guest passes may be obtained 6 times a year, after such time you must apply for a library card. You are eligible for a library card if you are: a resident of the Commonwealth of Massachusetts, a Massachusetts property owner, commute to Massachusetts for work, residing in Massachusetts while attending school, a resident of temporary housing in Massachusetts.
  • Computers are available from the time the library opens until 15 minutes prior to closing time.
  • Time limits for each computer station are set at 60 minutes. You may request an extension to your session providing there are no other reservations; these time extension requests will be given in 15 minute blocks. If there is an existing reservation, there is NO WAY for staff members to override the reservation and grant you an extension. You are responsible for saving all of your work on a personal storage device or by emailing it to yourself prior to the end of your session.
  • You will be automatically logged off at the end of your session; a small warning will appear 5 minutes before the computer logs you off. If you finish your session early, please log off. The Chelsea Public Library does not monitor Internet usage nor does it evaluate or prejudge the value of user intent.
  • Library patrons are advised, as with all library materials, to exercise judgment and discrimination when evaluating the usefulness and reliability of material found on the Internet. Library users assume responsibility when entering any personal information on the public computers or while accessing the Wi-Fi.
  • Food and drink are not allowed near the computers; use of cellphones is not allowed in the library; only one user at a terminal at any one time; please use headphones or earbuds when  accessing material involving sound. Earbuds are available for purchase for $2.00 at the circulation desk.
  • Black and white printing is available for .10 cents a page. We do not accept BPL print cards or credit or debit cards; cash only. The user is responsible for all printouts sent to the terminal for printing. Please preview your print jobs before sending them to be printed as staff members cannot preview them once they are queued for printing. Please ensure your printouts were sent to the circulation desk for printing before logging out of your session or erasing documents.
  • Library staff cannot retrieve printouts if they haven’t been sent to the software for printing. 
You may NOT:

  • Use the library’s workstations as a staging ground to gain unauthorized access to the library’s networks or computer systems or to any other network or computer system.
  • Display sounds, images, or messages in a way that will negatively affect those who find them objectionable or offensive.
  • Make any attempt to damage computer equipment or software.
  • Make any attempt to cause degradation of system performance.
  • Engage in any activity which is deliberately and maliciously offensive, libelous or slanderous.
  • Represent yourself as another person for purposes of fraud or other legal activity. 
ILLEGAL ACTS INVOLVING LIBRARY RESOURCES MAY BE SUBJECT TO PROSECUTION BY LOCAL, STATE OR FEDERAL OFFICIALS. THE LIBRARY RESERVES THE RIGHT TO TERMINATE AN INTERNET SESSION AT ANY TIME.

No Smoking Policy

PURPOSE:

To protect and enhance our indoor air quality and to contribute to the health and well-being of all employees and patrons, the facility and the immediate premises of the City of Chelsea Public Library (CPL) shall be entirely smoke-free effective May 1, 2019. 

POLICY:
This Policy is effective May 1, 2019. Smoking and tobacco products are banned from the CPL, except as designated in this policy. 
This policy covers tobacco use and smoking in all forms that are not permitted in or on CPL property as defined in this policy. Tobacco use includes smoking, chewing tobacco, marijuana, or using tobacco products such as snuff. Tobacco use also includes the use of an electronic cigarette (or e-cigarette), electronic vaping device, personal vaporizer (PV), or electronic nicotine delivery system (ENDS) is a battery-powered device which simulates tobacco smoking. An ENDS generally uses a heating element that vaporizes a liquid solution; some solutions contain a mixture of nicotine and flavorings, while others release a flavored vapor without nicotine. Many ENDS are designed to simulate smoking implements, such as cigarettes or cigars, in their use and/or appearance, while others are considerably different in appearance. 

There is no smoking or use of tobacco products whatsoever in any interior area of CPL. This includes all public and private areas, conference and meeting rooms, offices, hallways, lunchrooms, stairs, restrooms, supply rooms, mechanical rooms, and all other enclosed areas. Smoking is permitted outside of the CPL building however, all smoking must be at least 25 feet from library entrances and exits and/or within 25 feet from any ventilation intake such as window or heating vent.

Smokers and users of tobacco products must dispose of the remaining in the proper containers in designated areas that are at least 25 feet from the library entrance and/or within 25 feet from any ventilation intake. This helps to keep a neat and clean environment for out patrons and employees and to comply with the City of Chelsea's no littering ordinance. 

PROCEDURES:
This policy applies to all persons, including employees, customers, contractors, and visitors to the CPL. 

CPL Staff who observes persons in violation should see that patrons, visitors, and contractors are informed of the policy and ask them to comply. In case of non-compliance, staff may ask patrons to leave library property until they comply or summon the Police for assistance. Repeat and flagrant offenders may forfeit library use privileges.

Restroom Policy

FACILITIES/RESTROOM POLICY

The City of Chelsea strives to create and sustain an environment that supports and values all members of our community. One aspect of creating a supportive environment is providing safe, accessible, and convenient restroom facilities. Patrons should use the restroom facilities that they feel correspond to their sex or gender identity. The public bathrooms are open for use by all the general public, regardless of ability, gender identity or age. As such, the City and the Library reserve the right to enforce this policy when staff feels it is being violated by inappropriate or illegal behavior.

INAPPROPRIATE AND/OR ILLEGAL ACTIVITIES, INCLUDING BUT NOT LIMITED TO:
  • Committing or attempting to commit any activity that constitutes a violation of any federal, state or local statute or ordinance. 
  • Engaging in sexual conduct or lewd behavior on Library premises.
  • Use of controlled substances on Library premises. 
  • Smoking or other use of tobacco or marijuana inside Library buildings.
  • Drinking alcoholic beverages on Library premises. 
  • Use of restrooms for bathing, shaving, washing hair, or changing clothes. 

ADDITIONALLY, THE CHELSEA PUBLIC LIBRARY IS COMMITTED TO PROVIDING A SAFE EXPERIENCE FOR ALL USERS OF OUR FACILITIES. AS SUCH THE FOLLOWING ADDITIONAL POLICIES HAVE BEEN ESTABLISHED:
  •  Only one person may use the entire restroom facility area at a time. The exception to this applies to parents or caregivers of children, disabled patrons requiring assistance and any patron requiring medical assistance.
  • Due to the limited restroom facilities, we as that patrons respect other users waiting and limit their time in the restrooms. In response to a concern for all users, library staff will respond to users who are in the facilities for an extended amount of time. The order of communication will escalate as necessary culminating in calling for assistance from the Chelsea Police or Fire Departments. 
  • The Library bathrooms will close for the night fifteen minutes before the building closes, allowing the staff to ensure the facilities are empty at closing time.
  • While the Children's department is opened and staffed, a key to the locked restroom will be available to gain access. When the Children's Department is closed, but the remainder of the building is still open, patrons may gain access by pressing the buzzer located next to the door of the bathroom and a staff member will allow access as soon as they are able.

Meeting Rooms Usage Policy

The Chelsea Public Library's meeting rooms are intended for the civic, informational, educational, and cultural needs of the community. The library's meeting rooms may be used by non-profit groups presenting meetings of public interest. The rooms are made available on an equitable basis, regardless of the beliefs or affiliation of individuals or groups requesting their use. Use of the meeting rooms does not imply endorsement by Library staff, Library Trustees or the City of Chelsea. All meetings must be free and open to the public. No meeting may be held for the financial profit of any organization or individual or for any social function (functions designed for entertainment with friends or associates.)

The meeting rooms will be scheduled according to the following eligible organizations (in priority order):
  1. Library related meetings or programs.
  2. Municipal, school or town official related programs or boards.
  3. Library related groups such as the Friends of the Chelsea Public Library.
  4. Bunker Hill Community College per the Bunker Hill Community College Partnership.
  5. Other local non-profit groups on a first come first serve basis. 
  6. Meetings held by organizations from other local communities. 

Fees: (Please see attached room descriptions and amenities)
Please note, prices listed are for meetings up to 4 hours. For meetings longer than 4 hours, a flat charge of $20.00 will incur. 
  • Library Auditorium: $20.00 per meeting.
  • Schneider Room: $10.00 per meeting.
  • Schultz Room: $10.00 per meeting. 
Youth Groups (those under 18 years of age) will be charged one half of the adult rate. 
All meetings must end 15 minutes prior to the posted Library closing time. 
  • Payments must be made in advance by check payable to the City of Chelsea. 
  • No refunds will be made if an event is cancelled with less than 48 hours notice. 
  • All monies collected are deposited into the Library's Revolving Fund. 
RESERVATIONS:
Reservations may be made in person, via email, or over the telephone with the Director, IT Technician or the Children's Librarian. A completed application and a verbal approval confirms the application and will be marked on the application form. The signer of the agreement will be held responsible for any damages to the facilities, clean up charges (if applicable) or additional staffing fees. Meeting room bookings should include set-up and cleanup times. The contact name on the application must be an authorized representative of the organization who will assume responsibility for adhering to all requirements stated herein. If a different person will be present and responsible during the event, that person's name and contact information must be noted in the "Attending Contact" portion of the application. 

GENERAL GUIDELINES:
  1. The person in charge (from the application form) must enforce all library room use regulations. 
  2. Groups that use the meeting room will be held responsible for any costs incurred by the library or the City as a result of that use. The City may require that ta group post a bond to cover anticipated costs (e.g. security) in advance of the program. 
  3. Meeting room set-up is the responsibility of the reserving group. The library will assist in room set-up only as scheduling is the responsibility of the reserving group. The library will assist in room set-up only as scheduling and staffing permits. Attendees, furniture and equipment must not block exits or aisles. 
  4. Only water may be served without approval of the Library Director. If approved, only light refreshments may be served and all clean-up must be completed by the Reserving group. Additional clean-up costs may incur. There is no smoking and no alcoholic beverages permitted at nay time. 
  5. All activities must be confined to the meeting room. Approaching Library users for the purpose of encouraging participation in the group's activities is prohibited. No soliciting of business or fundraising is allowed. 
  6. No promotion or sale of items or services is allowed except for authors, speakers and performers who have obtained prior approval to sell sound recordings, videos and books relating to their performance or presentation. 
  7. All Federal, state and local laws regarding public assemblies must be obeyed. 
  8. The use of any meeting room must not interfere with normal operations of the library. The library reserves the right to stop meetings which interfere with the normal operation of the library. 
  9. The Public Library and the City of Chelsea assume no responsibility for any property placed in the library in connection with sponsor's programs. The Public Library and the City of Chelsea are hereby expressly released and discharged from any and all liability for any loss, injury or damage to sponsor's property or property of others that may be sustained during or by any reason of a program presented by a sponsor on library's premises.
  10. The signer of the agreement agrees to hold the Chelsea Public Library and the City of Chelsea, their agents, servants or employees harmless and to indemnify them from all loss, cost or damage on account of any and all injuries that may be sustained or property damage incurred or caused as a result of sponsor's program either by sponsor or the attending public. 
  11. Individuals or groups using meeting rooms shall secure any necessary performance licenses and indemnify the library for any failure on their part to do so. 
  12. The library provides some equipment for public use. Library staff may be available to assist in the set up or trouble shooting of this equipment. The library and the City of Chelsea are not responsible for equipment, supplies, or any other materials owned by the group and used in the library. 
    1. The organizations telephone number and email address must be included on the publicity for public queries. 
    2. The Library may not be used as the mailing address for any individual, group or organization. 
    3. No publicity by any individual, group, or organization shall imply sponsorship or endorsement. 
    4. Decorations, posters, etc. may not be affixed to any part of the building (inside or out) without the express permission of the Director or their designee. 
MEETING ROOM USE BY POLITICAL GROUPS:
The Chelsea Public Library building and property are publicly owned by the City of Chelsea and subject to restrictions set forth by the State of Massachusetts on the use of public buildings for political use. The Chelsea Public Library is committed to providing varied programming to our patrons and to respect and make available all viewpoints. The Library Director and/or the Library Board of Trustees reserve the right to cancel an event if this policy is violated.

A political party or political group may use space at the Chelsea Public Library for a program that: 
  • The event features a guest speaker on a theme or topic that is not a campaign rally.
  • The event is open to the public.
  • An admission fee is not charged.
  • No fundraising or collecting of money can take place in the building or on the property.
  • No distribution of campaign or party/group related buttons, flyers, posters, etc. in the building or on the property. 
  • The event must be advertised as "Presented by group X" and "held at the Chelsea Public Library". The Chelsea Public Library and the City of Chelsea must not be listed as a host or sponsor on any flyers or advertising.

INCLEMENT WEATHER GUIDELINES:
Library activities and services will be open as usual unless specific announcements are made to the contrary. Such announcements will align with the City of Chelsea's severe Weather policy. Announcements of closures will be made on the City Hall main telephone line and IF POSSIBLE on the city website. Signs will be posted at the Library entrances if the library closes after it has opened for the day. 

Rescheduling events: the Library will attempt to contact sponsoring organizations if the library closes, forcing cancellation of a program. An attempt will be made to reschedule, based on space available. Organizations are allowed to reserve "snow dates" if they are available. It is the group's responsibility to ascertain that the library has not opened for the day by checking the above mentioned sources. 

The Library and/or the Library Board of Trustees reserve the right to prohibit the use of the meeting rooms by an individual, group or organization that does not comply with this policy.
